Victims Services is currently seeking applications from psychiatrists and clinical psychologists to become Authorised Report Writers (ARWs) as part of the implementation of the 1998 amendments to the Victims Support and Rehabilitation Act 1996.

Pursuant to the Victims Support and Rehabilitation Act 1996 there is a new compensable injury of Psychological or Psychiatric Disorder. To assist the Tribunal in determining whether this compensable injury has been established, an application for statutory compensation for such an injury must be accompanied by a written assessment of the applicant’s condition prepared by a qualified person (“Authorised Report Writer”), chosen from a list of qualified persons designated by the Director.

Applicants for compensation are referred to this list and are requested to nominate an ARW from the list. Following the assessment, the ARW submits a report to the Tribunal to assist in its determination.

Application Criteria


Applicants who wish to be placed on the list of ARWs must meet the following criteria:

Psychologists
1. Post-graduate degree in clinical psychology from a recognised university followed by 2 years full-time (or part-time equivalent) supervised practice.
2. Currently registered with the NSW Psychologists Registration Board.
Psychiatrists
3. Member of the Royal Australian and New Zealand College of Psychiatrists (RANZCP) or an equivalent college.
Additional criteria
4. Demonstrated report writing skills.
5. Demonstrated evidence of continuing professional development.
6. Two written references attesting to the above criteria.
7. Be willing to enter into a Memorandum of Understanding with Victims Services for the provision of reports.

What happens once we receive your application to become an ARW?

Your application will then be considered by the Professional Advisory Panel which is convened on a regular basis to assist the Director, Victims Services in implementing the relevant parts of the Victims Support and Rehabilitation Act 1996. Membership of the Panel includes the following organisations:
  • NSW Psychologists’ Registration Board;
  • Royal Australian and New Zealand College of Psychiatrists
  • Mental Health Branch, NSW Department of Health
  • Australian Association of Social Workers

After the Professional Advisory Panel has considered your application and made its recommendation to the Director, you will be advised in writing of the Director’s decision. Should you be successful, you will be sent an ARW package which will include general information about the ARW process, a template for ARW reports, and also the signed copy of the MOU for your information. At the same time, your name will be placed on the list of ARWs.

Closing date for applications: As the Professional Advisory Panel meets on a regular basis, please submit your application as soon as convenient.
