Report on the NSW Government's Implementation of the Recommendations of the Royal Commission into Aboriginal Deaths in Custody


3.4 The Media

    Recommendation Number 205
    Funding of Aboriginal media organisations and increased coverage of Aboriginal issues

That:
    (a) Aboriginal media organisations should receive adequate funding, where necessary, in recognition of the importance of their function; and
    (b) All media organisations should be encouraged to develop codes and policies relating to the presentation of Aboriginal issues, the establishment of monitoring bodies, and the putting into place of training and employment programs for Aboriginal employees in all classifications.

Implementation report
Whilst this recommendation is primarily the responsibility of the Commonwealth Government, the NSW Government does provide grants to Aboriginal media organisations through the New South Wales Film and Television Office. Projects funded by the Office are included in Appendix A.

    Recommendation Number 208
    Improved contact and understanding between the media and Aboriginal people


That, in view of the fact that many Aboriginal people throughout Australia express disappointment in the portrayal of Aboriginal people by the media, the media industry and media unions should encourage formal and informal contact with Aboriginal organisations, including Aboriginal media organisations where available. The purpose of such contact should be the creation of a better understanding, on all sides, of issues relating to media treatment of Aboriginal affairs.

Implementation report
Although this recommendation is primarily a matter for the media industry, media unions and Aboriginal organisations, the Anti-Discrimination Board works to improve the portrayal of Aboriginal people in the media through media statements and articles by the President which draw attention to the broad media images of society and of Aboriginal people in particular. The Board continues to actively consult and negotiate with media organisations about the media portrayal of Aboriginal and Torres Strait Islander people.
The Board is continuing its work through education to promote non-discriminatory practices in the workplace.

The Board also pursues through the legislation complaints in regard to vilification.

In addition, the Board will be working with Local Government and the Local Government Association during 1999 across a number of areas. It is noted that through 1998 some Councils in areas of high Aboriginal population, have already taken positive initiatives under the umbrella of the reconciliation process. These initiatives involve closer working partnerships and recognising the mutuality of issues affecting their communities. The Board feels that these partnerships will form useful starting points in being able to satisfy this recommendation.
