Report on the NSW Government's Implementation of the Recommendations of the Royal Commission into Aboriginal Deaths in Custody

Government’s original position: Supported Revised government position: Supported Agencies responsible for implementation: Department of Health Implementation report The NSW Adult Alcohol Action Plan 1998-2002, describing the NSW Government’s commitment to reducing alcohol-related harm in New South Wales, was released in June 1998. The Plan adopts a harm minimisation approach to alcohol use, that is, it aims to reduce the adverse health, social and economic consequences of alcohol use by minimising the harms for both the community and the individual without necessarily eliminating use. The NSW Adult Alcohol Action Plan represents an agreement between key stakeholders on the policy priorities and broad strategic areas to be implemented and the outcomes to be achieved over the next five years. It focuses on three priority areas including health, crime and the community. The Plan will be implemented at an area level and evaluated in 2002. The Plan identifies special target groups who may require specialised policy initiatives. Aboriginal and Torres Strait Islander communities have been identified as such a group and NSW Health will be working with these communities through the Aboriginal Health Branch and other key stakeholders to develop culturally appropriate and relevant strategies. The NSW Adult Action Plan 1998-2002 emerged as a result of consultations undertaken at forums such as the Adult Alcohol Strategy Forum, which was held in August 1996 and the Premier’s Forum “Alcohol and Community: Misuse, Effects and Solutions” which was held in August 1995. At the Premier’s Forum – Alcohol and Community: Misuse, Effects and Solutions, in August 1995, Maggie Brady identified issues concerning Aboriginal and Torres Strait Islander communities. The Information and Data Services Branch within the Department will play a peripheral support role in the ongoing implementation of this recommendation as appropriate.
