Appendix 7 - Movement in employees' wages
On 6 June 1997, in proceedings before the Industrial Commission of New South Wales, the Public Employment Office and the Public Service Association entered into a consent award known as the Crown Employees (Public Sector-Salaries June 1997) Award. In addition to the salary increases previously reported two further salary increases of five per cent to commence from the first pay period on or after 1 July 1998 and 1 January 1999 were provided for in this reporting year. All officers covered by the award received the increases.
With both increases the first three per cent was funded from consolidated revenue whilst two per cent was met from the Department’s existing budget and offset from savings identified across a broad range of corporate services, such as:
- Purchasing and procurement;
- Property management;
- Human resource management and processing;
- Financial management and account processing;
- Information management and technology; and
- General administration.
These are the last increases available under this award, which expires on 31 December 1999.
On 4 July 1998 the Crown Employees (Senior Officers Salaries 1997) Award was made in the Industrial Relations Commission of New South Wales. The award covers officers in receipt of salaries above that paid to Administrative and Clerical Officers, Clerk, Grade 12, but not members of the Senior Executive Service. The purpose of the Senior Officer classification is to provide additional capacity for the New South Wales Public Service to recognise work value of non-Senior Executive positions. In the reporting year the award was varied to allow for increases in similar terms to those awarded under Crown Employees (Public Sector-Salaries June 1997) Award. These salary increases were:
- Five per cent from the first pay period to commence on or after 1 July 1998; and
- Five per cent from the first pay period to commence on or after 1 January 1999.
The Statutory and Other Officers Remuneration Tribunal (SOORT) made a determination in relation to Judges and Magistrates, Public Office Holders and the Senior Executive Service as follows:
- For the Chief and Senior Executive Services, the minimum rates and the maximum rates for each level of the eight level structure be increased by four per cent from 1 October 1998;
- The Recruitment and Retention allowance be maintained at existing levels and continue to include SES levels 7 and 8;
- The Chief and Senior Executive Services be eligible for a specific lump sum performance payment provided their services are assessed as being satisfactory or better;
- Judges and Magistrates receive an increase of five and a half per cent from 1 October 1998; and
- Public Office Holders receive an increase of five and a half per cent from 1 October 1998.
