On 5 October 1983 the Commission received a reference from the Attorney General and Minister of Justice, the Honourable D.P. Landa, LLB., M.L.C., to inquire into and report on the need to make laws on human artificial insemination among other things. The terms of reference are fully set out in this paper and are further discussed in paragraph 1.22.

The Commission decided to deal with the reference in three successive projects. The first project is human artificial insemination (AID), the second in vitro fertilization (IVF) and the third surrogate motherhood. It is envisaged that in each project the Commission will publish a comprehensive paper which will put before the public the issues for law reform as the Commission sees them. The purpose of the paper will be to focus public attention to aid it in the preparation of a final report to the Minister.

This is the first such paper and is confined to Al. Its contents are indicated by the Table of Contents and the Summary respectively appearing on pages vii and xviii.

The opinions and tentative views expressed in this Discussion Paper are not the Commission's final views. These will be formed after taking all responses into account and after further deliberation.

We intend to follow a similar procedure with each of the other projects in this reference.

Pursuant to Section 12A(1) of the Law Reform Commission Act, 1967 the Chairman has constituted a Division of the Commission for the purpose of this reference. The members of the Division appointed on the 11th April 1984 were:

    Part-time Commissioners: The Honourable Mr Justice P.E. Nygh
