The Issues Paper and This Outline
This is an Outline of the Commission's Issues Paper on Accident Compensation. The Issues Paper was published in the course of the Accident Compensation Inquiry presently being undertaken by the Commission at the request of the Attorney General, Mr. Frank Walker, Q.C., M.P. The terms of reference of the Inquiry are reproduced in the Appendix to this Outline.
The purpose of the Issues Paper is to provide background information and to raise questions for the guidance of people and organisations wishing to make submissions to us. Members of the Commission have formed no final view on any of the issues raised in the Paper. Copies of the Issues Paper may be obtained from the Commission. Not everyone, however, will have the time or inclination to read the Issues Paper. Accordingly, we publish this brief Outline.

Invitation for Submissions
We invite submissions on the issues raised in the Paper or on any aspect of our terms of reference. On pages 14-16 we list some important questions which arise out of our terms of reference. They are intended to assist people and organisations who wish to make submissions to us, but not to restrict the views they may wish to express.
